Back in June, Nintendo president Shuntaro Furukawa talked about how he wanted to make the transition to the next generation as smooth as possible for customers using the existing account system:

While this appears to be confirmation that Nintendo Accounts will be ported to the next-gen system, note that there’s still no official word on whether or not users’ existing digital title libraries will be ported over.
