To use Xbox without requesting to connect to Xbox services, set it to Offline. When offline, the console does not connect to a network.
If you are offline due to an outage in your home network, ISP, or Xbox service, we recommend that you do not take your Xbox offline. Although you’ll be offline in both cases, leaving your console set online will automatically reconnect you to the Xbox service as soon as possible.
For now, users will have to wait a little longer to get service back.
