The market has changed quite a bit since then. Activision’s purchase of Blizzard significantly affected Xbox, and while Microsoft still has plenty of money to make such an offering, Layoffs and studio closures made it clear that the owners of Call of Duty had negative consequences after the acquisition.
With that said, it sounds odd that Microsoft would consider buying Valve for a fraction of the price of Activision Blizzard, which has a huge presence on PC.
